"Greetings Government of the Romulan Star Empire. I present myself as Viceroy Kardak, Supreme Chancellor of the United Federation of Planets. I desire to speak with your leader, I am assuming he is already listening to this communication so I shall proceed with my speaking. I would like to propose a treaty be signed between our two great governments. I believe the current treaty is much too outdated and one more significant is needed due to our everlasting Years of Friendship. I do not find the Romulans as any threat but as a peaceful government trying to gain respect from all others. Within this treaty shall contain wording of defending and protecting one against the opposing government, attend all meetings called by one of the governments, not attacking one another and being peaceful eternally, be committed to loyalty, trust, and friendship between our two extraordinary governments, and prosecution against someone which flees from the Romulan Territory to ours, this will guarantee Justice is absolutely served. I do not want to discuss this over the intercom so I would like authorization to enter the Space of the Planet of Romulus so we can meet and greet one another in Person. I am looking forward to this wondrous and special occasion."

You have premssion to enter with ONE Science Vessel, we shall allow you to meet over Romulus, if you try anything, remember we have 100+ cloaked warbirds in orbit, dont try anything funny, my ship will be cloaked the whole time, we will transport you to our vessel.

"Unacceptable, how about we meet in the Neutral Zone? All Cloaks must be disarmed and both shields and weapons offline in order to transport back and forth."

"Umm....the Klingons and the Federation have had a disagreement and may want to kill us. Therefore I am bringing my 8472 Bioship for safety. We shall only turn on our weapons and shields when required, such as if a large invasion comes upon us. Don't worry I'm sure you and the Klingons are square. (If I want it to go like that route then I'll be npc and rp Klingons) All our weapons and shields have been deactivated so no one can warm one another, we just want peace. Okay we are writing up the treaty as we speak."

Treaty Perameters

This is a Treaty that will define the friendship between the United Federation of Planets and the Romulan Star Empire, this traty by no means applies to any other faction unless stated in the treaty. This Treaty is the has the sole perpouse of bringing the Romulan Star Empire and the United Federation of Planets closer together and NOT a treaty to allow citizens of our great factions acces to each others space or a treaty that allows military units into each others space, this treaty will abolish the Neutral Zone to most parties and set the galactic standard of piece.

Section I

The Neutral Zone is ment to currently keep our great people seperated is starting to trigger small skirmishes between our people, this will change, the Neutral Zone will stay in affect for civilians and all others, but military and explorational vessels are now allowed freely into the zone as long as they have premission from both factions to go on an expidition, millitary units are free to roam the neutral zone on normal potrols, this is only in affect for the Federation and Romulan Empire as every other faction must not enter the Neutral Zone.

Section II

While in the Neutral Zone should a military vessel ask to stop you, the vessel and its crew must comply, if they dont they shall be fired apon and borded, should the vessel be destroyed a courtmashall on the captain of the ship that destroyed the vessel shall be in affect. ANY vessel that enters the Neutral Zone must have permission from both factions, patroling military vessels must have premission from there faction leader and if they dont, the first vessel to find them will enguage them and drive them out of the Neutral Zone. Any explorational ships entering must be searched before entering, failure to be searched will result in the ship being borded or destroyed.

Section III

Both the United Federation of Planets and the Romulan Star Empire have the premission to enter each others space, no civilians are allowed to enter the others space though. Should a civilian enter the other factions space, they will be asked to leave, should they not comply, they will be punished by law. The faction that does not comply with this treaty will be forced to stand trial to the others courts.

Section IV

The Factions are allowed to be in contact with one another and allowed to enter the others space when allowed, the factions MAY help in war situations but are not required to, any faction that tries to interfear with this treaty will be set to War status with both factions.

While in the Neutral Zone should an authorized by the government military vessel ask to halt you, the vessel and its crew must first contact their rightful Government for assurance of the idea this vessel is actually authorized. If the vessel has already established communication with his/her Government and they said the vessel was an authorized military vessel on behalf of both of the governments then the crew must comply to all of the wishes of the military vessel as long as it does not violate the Laws of this Treaty or the laws of each government. If the crew and/or ship does not comply they will be put into a tractor beam immediately and if necessary, fired upon to bring their thrusters and power to a halt. Following this they will be court marshaled for disobedience by the Authorities. If the vessel is destroyed in any form or kind of way, the Captain of Commander of the vessel shall be put up for court marshal for the destruction of this vessel without consent of both of the governments first. ANY vessel that enters the Neutral Zone must have permission from both factions/governments, patrolling military vessels must have permission from both governments, the first vessel to find them will engage them and drive them out of the Neutral Zone. Any exploration ships entering must have all weaponry and shields offline so a thorough search can be done upon the ship for clearance for travel throughout the Neutral Zone. Failure to be searched will result in the ship being brought to the Galaxy Court of Law and be tried for violation of obedience.

Section V

The Government have the right to make amendments with both Governments/Factions approval. Any person that is taken into custody of the Faction/Government has the right to remain silent, anything they say and do may be used against them in a court of law, the accused has the right to Councel during the trial and also has the right to pleed there case to a jury. Should a member of the other Faction/Government ask for an Assulym, it MIGHT be granted, it WILL be granted after a check returns clean on the person asking for an Assulym.

Extradition, is legally being able to take an criminal who has committed crimes on both fractions, from the one factions prison, and take them to there territory and punish them on there laws. well that's what I remember of it, Vice might know more
