Actually No. The Federation is separate from Star Fleet. The Federation actually means The United Federation of Planets. It is lead by the President of the Federation, he is in command of all Star Fleet forces but I think I will change the name to Supreme Chancellor or perhaps I will be the Supreme Chancellor and the Supreme Admiral of Star Fleet, therefore I will have ultimate power.
